I am looking for a low-budget (< 150 EUR) network interface card
(preferable PCIe) with reasonable hardware support for PTP.

Can someone recommend a card?

Take a look at the Intel I210-T1. I can recommend it, and I saw on
alternate.de for 82 EUR.
